Quan said fighting crime remains her top priority during her State of the City Address. Quan says the city is doing its best as she vows to put more officers on the street in one of the nation's most dangerous cities.
Oakland saw a slight dip in homicides and shootings last year.
The mayor also added that there are about a handful of federal court-mandated reforms left to implement to settle a 2003 lawsuit against four police officers accused of misconduct.
The mayor also says that the city has about 1,000 housing units under construction and another 6,500 in the works to address the San Francisco Bay Area's housing boom.
