Notice of regular meeting of district commissioners to consider adoption of the 2013 California Fire Code, 2012 International Fire Code and errata, and certain local amendments.

NOTICE IS HEREBY GIVEN that on Monday, January 13th the Board of Commissioners of the Fortuna Fire Protection District will hold a regular meeting at 7 p.m. at 320 S. Fortuna Blvd., Fortuna California 95540, and Public Hearing to consider the following:

Consideration for possible adoption of District Ordinance No. 2013/2014-1. First Reading of Ordinance No. 2013/2014-1 (with certain amendments) the 2013 California Fire Code, the 2012 International Fire Code, including International Fire Code Standards and errata compiled by the International Fire Code Institute and the International Conference of Building Professionals, and certain amendments as contained therein.

Copies of District Ordinance No. 2013/2014-1 and the 2013 California and 2012 International Fire Code, including the International Fire Code Standards compiled by the International Fire Code Institute and the International Conference of Building Officials, are available at the office of the District Fire Chief at 320 S. Fortuna Blvd., Fortuna California 95540, for review and inspection by the public.

The purpose of the proposed adoption of Ordinance No. 2013/2014-1 by the District is to provide updated fire safety and prevention regulations to protect the public health and safety.

Summary of Ordinance No. 2013/2014-1 The Ordinance adopts the 2013 edition of the California Fire Code, and the 2012 edition of the International Fire Code with amendments, regarding fire prevention and fire safety regulations in structures and on property located within the jurisdiction of the Fortuna Fire Protection District. Substantive changes include:

Section 1. Adopts the 2013 California Fire Code which consists of the 2012 International Fire Code with certain California amendments, certain local amendments and appendices.

Section 2. Establishes a Fire Prevention Division and establishes enforcement authority under the supervision of the Fire Chief.

Section 3. Adds specific definitions and meanings ascribed to them as used in this document.

Sections 4, 5, 6 and 7. Establishes limits of districts in which the storage of certain flammable or combustible materials is restricted or prohibited. 2014 Section 8. Amends certain aspects of the 2013 California Fire Code and 2012 International Fire Code including provisions for the development of certain Standards, deletes the requirements for certain permits, adds addressing requirements, requires key box systems at certain occupancies, and adopts and/or amends in whole or in part, Chapter 1, Chapter 3, Chapter 5, Chapter 8, Chapter 9, Chapter 26 and Appendix B, C, D and I.

Section 9. Designates the Fire District personnel specific authority to arrest and issue citations pursuant to violations of the International Fire Code and California Fire Code.

Sections 10 and 11. Describes the penalties and procedures for issuing citations, imposition of penalties, provisions which constitute a public nuisance and entitlements and collections of abatement and administrative costs by means of nuisance abatement lien, and appeals.

Sections 12, 13 and 14. Outlines legal requirements for adoption.
